1 Care Premier Services
1 Care Premier Services is revolutionizing how foster and adoptive families, and caregivers of persons with intellectual disabilities are receiving services and supported. As a result of our efforts, 1 Care envisions families who foster and/or adopt children, as well as care for persons with intellectual disabilities to do so confidently equipped with the support and education they need. 1 Care’s vision makes us the forerunner of navigating home and community-based services, made possible by our unique model, which intentionally and extensively focuses on providing comprehensive and continual support to families through ongoing education, and access to applicable resources and engagement, no matter their position in their journey of care.

Through our extensive study of the opportunities across the home and community-based services landscape, and through our many sessions with foster parents and prospective adoptive parents, what we have discovered is a profound gap in supportive services and resources offered to parents. They are often left confused, taken advantage of, and unfulfilled. Through connections to valuable resources, countless educational supportive materials, and continuity of care, 1 Care nurtures and guides its parents and families every step of the way, ensuring that they have everything at their disposal to render children who are most in need.

Foster care is a temporary service provided by states for children who cannot live with their biological families. Foster care can also refer to placement settings such as group homes, residential care facilities, emergency shelters, and supervised independent living.
​
Foster care is important because it protects children and preserves families. When biological parents are not able to provide adequate care in a safe environment for their children, foster parents step in and provide children with love, compassion, and the basic necessities that they need. (I.e., food, clothing, shelter, and medical care).

FOSTER CARE
Become a Foster Parent
As a foster parent, you will qualify to receive monthly financial reimbursements and health care assistance for each foster child in your care. Moreover, foster care stabilizes children and families in crisis. It has the power to restore faith and hope in children who may have experienced tumultuous or difficult circumstances within their homes. By providing children in foster care with consistency, stability, and love, fostering can make a lifelong difference.
1 Care Premier Services has the privilege of providing permanent homes for children in foster care whose parents’ rights have been terminated and are available for adoption through Child Protective Services. We also provide access to permanent homes for children who, after residing in foster care, become available for adoption. What makes 1 Care radically different is our prioritization and firm commitment to our parents and families through the entirety of their journey. We do not onboard families and desert them, we remain connected with them, catering to their needs and offering support every step of the way.

FOSTER KINSHIP
Learn About Foster Kinship
Kinship care refers to the care of children by relatives or, in some jurisdictions, close family friends (often referred to as fictive kin). Relatives are the preferred resource for children who must be removed from their birth parents because it helps maintain the children's connections with their families, increases stability, and overall minimizes the trauma of family separation.

Kinship care creates better outcomes than placing children with non-related foster parents. Research has shown that children placed in kinship care are less likely to re-enter foster care once reunited with their biological parents, have fewer behavioral problems, and have better cultural and familial connections.
​
As a kinship foster family, you will qualify to receive monthly financial reimbursements and health care assistance for each foster child in your care. Additionally, you will experience the joy of ensuring that the children in your home grow up in a safe, nurturing environment. There are many benefits to placing children with relatives or other kinship caregivers, such as increased stability and safety as well as the ability to maintain family connections and cultural traditions.

ADOPTION
Choose to Adopt
Adoption is the social, emotional, and legal process in which children who will not be raised by their birth parents become full and permanent legal members of another family while maintaining genetic and psychological connections to their birth family.
While ideally a child being parented by and staying with their biological family, that is not always a possibility. This is where adoption shines. Not only does adoption create families, it gives birth parents an avenue through which to see their child flourish when they are not able to parent.

Adoption offers many benefits, one of which being its ability to give hopeful parents the opportunity to raise a child they wouldn’t have otherwise. For couples struggling with infertility, adoption is a guaranteed way to add a child to their family, without the emotional and financial risk involved in medical treatments. Adoption can build rewarding, meaningful relationships between adoptive families and birth parents, and most importantly, adoption provides loving, stable homes to children who need them.

HCS
Support Services
The home and community-based services program provides individualized services and supports to persons with intellectual disabilities who are living with their family, in their own home or in other community settings, such as small group homes. Home and community-based services are types of person-centered care delivered in the home and community, in addition to a variety of health and human services.
Home and community-based programs address the needs of people with functional limitations who need assistance with everyday activities, like getting dressed or bathing.

These programs address the needs of people with functional limitations who need assistance with everyday life activities. Home and community-based services are often designed to enable people to stay in their homes, rather than moving to a facility for care, allowing them to maintain a sense of security.
Benefits associated with home and community-based services include cost effectiveness, as it is usually less than half the cost of residential care. It offers culturally responsive: spiritual and cultural activities and support. The patient enjoys the comfort of their own home or small residential facility in the community, and some waivers permit family members to be paid caregivers.
1 Care Premier Services offers a premium level of care for care providers assisting persons with intellectual disabilities. Setting us apart from other agencies is our specific focus on the care provider, offering ongoing support, guidance and medical equipment that optimizes their care experience.

No age limit
Must not be enrolled in another Medicaid waiver program
Must have had a determination of intellectual disabled made in accordance with state law or have been diagnosed by a physician as having a related condition
Must qualify as a Level of Care 1
Must have chosen the HCS Program over the Intermediate Care Facilities for Persons with intellectual disabled Program
Have an individual plan of care that does not exceed a specific annual cost limit.

The Texas Home Living (TxHmL) provides selected essential services and supports to people with intellectual and developmental disabilities who live in their family homes or their own homes. Services include:
​
Minor home modifications
Adaptive Aids Specialized therapies (audiology, speech/language pathology, occupational therapy, physical therapy, and dietary services)
Behavioral support
Dental treatment
Nursing
PAS / HAB
Respite
Day habilitation
Employment assistance
Supported employment

Have a plan of care that does not exceed the specific program annual cost limit
Have chosen TxHmL over the Intermediate Care for Facility for Persons with intellectual disability program
